With reference to the telegram of December 7th from the General Officer Commanding to the War office, the Army Council propose to send from England one officer and seventy six other ranks of the Royal Garrison Artillery, partially trained. They suggest that you should increase the establish

-ment of the Artillery Company of the Hongkong. Volunteers by one officer and fifty other ranks to make up the balance of
